With over 30 years of experience in city
management and public affairs, Gary Milliman
is a proven leader and innovator. Milliman
has a reputation as a professional and ethical
public servant with a common-sense style.
Milliman
has served as City Manager in four cities,
ranging in population size from 3,000 to
over 105,000. He enjoys challenges,
and served as the City Manager for the City
of South Gate, California, where he is worked
with new political leadership and had formed
a management team to guide the City out
of a period of political corruption and
mismanagement.
As
Southern California Director for the League
of California Cities, Milliman was instrumental
in developing an innovative program the
Grassroots Network that has greatly enhanced
the effectiveness of local government officials
in legislative affairs.
Milliman's
intergovernmental experience has included
serving on regional transportation, economic
development an innovative program the Grassroots
Network that has greatly enhanced the effectiveness
of local government officials in legislative
affairs.
In
1996, Milliman organized a group of investors
and purchased the California Western Railroad
saving the historic railroad from abandonment
and then served as President and CEO for
three years.
As
a reservist for the Federal Emergency Management
Agency, Milliman managed disaster assistance
centers and community outreach programs
in communities from Hawaii to Puerto Rico.
A
graduate of the University of Southern California,
Milliman has also served as a mentor for
graduate students attending that institution.
Milliman
is the recipient of the Management Innovation
Award from the International City Management
Association, and his program to assist developmentally
disabled persons work in local government
occupations gained Helen Putnam Award for
Excellence from the League of California
Cities.
Gary
Milliman is a team leader, and a team player. Experienced

and creating innovative approaches to meeting
community needs, he is effective at working
with elected officials, community members
